Having appealed HORSE RACING ALBERTA B Circuit Ruling #27 dated August 13, 2025stating the CONDITIONAL LICENCE of OWNER, PONY PERSON, FARRIER/PLATER, DILLON ALEXANDER MCCONAGHIE, PERM. ADD.: CHAMPION, ALBERTA, CANADA, D.O.B. NOVEMBER 5, 1995, is hereby REVOKED for failing to provide a confirmation bodily fluid sample when requested to do so by HORSE RACING ALBERTA Security Investigator, Dale Moore on Sunday, August 10, 2025.

The Appeal Tribunal having heard this matter has DENIED the appeal of Mr. McConaghie. 

As a result of the Appeal Tribunal’s ruling, the CONDITIONAL LICENCE of OWNER, PONY PERSON, FARRIER/PLATER, DILLION ALEXANDER MCCONAGHIE, is hereby REVOKED AND IS FULLY SUSPENDED AND DENIED THE PRIVILEGES OF THE GROUNDS (INCLUDING GRANDSTAND) AT ALL ALBERTA RACE TRACKS.

And having received confirmation from Dynacare Laboratory on August 29, 2025 that 

Mr. Thacker tested POSITIVE for an ILLICIT drug;

It is hereby ordered that Mr. Robert John Thacker was suspended from all Alberta racetracks, including grandstand access, for a period of thirty (30) calendar days and fined the sum of two hundred dollars ($200.00);  

And further, having SERVED his SUSPENSION and PAID his FINE, Mr. Thacker must provide a negative drug sample satisfactory to the Board of Stewards prior to being eligible to apply for a 2026 HORSE RACING ALBERTA licence.

Mr. Hedge is also ordered to complete an Anger Management course, place and location to be determined by the HORSE RACING ALBERTA Manager of Backstretch Development.

APPRENTICE JOCKEY, RICHARD MARK BALGOBIN, PERM. ADD.: VANCOUVER, BRITISH COLUMBIA, CANADA, D.O.B. APRIL 1, 2008, is hereby granted an extension of his apprenticeship allowance for thirty-one (31) calendar days, commencing May 22, 2026, and ending at midnight on June 21, 2026.

This extension is granted due to mitigating circumstances and in the interest of fairness to Apprentice jockey Richard Balgobin.
